10 Kings + 3 Removed + 1 President?
The emerging European order is lining up with Daniel and Revelation in ways prophecy watchers can’t ignore.
For those who follow the rise of the revived Roman Empire in Europe, things are getting quite interesting. Here’s why:

EU defense official Andrius Kubilius has called for a “European Security Council” (ESC) with “10-12” members in total.
The E3 (France, Germany, and UK) have experienced a revival.
The relationship between EU and the US is souring very quickly, causing military unification in Europe.
We will take each of these in turn:
10 members on the European Security Council?
The European Security Council would include the UK and the EU leadership, such as the President of the Council and President of the Commission. It would be composed of some permanent and some rotating members.
According to EU defense commissioner, Andrius Kubilius, it should contain “10-12” members in total.1 It is meant to be analogous to the UN Security Council, where major decisions are made by the big players to quickly make decisions in time of crisis.
The ESC is not a new idea. Both Macron (President of France) and Angela Merkel (former chancellor of Germany) called for this a few years ago.23 The Martens Centre think-tank proposed a 10-member model back in 2019 as well.4
In addition, there has been talk of merging the EU Council President and the EU commission president positions into one super-President of the EU. Notably, some in EU parliament and the Foreign Minister of Italy currently support this idea. 56
If we go with 12 ESC members, merge the 2 EU presidents, you got your 10 members + 1 President format right there.
This is significant for those watching Bible prophecy, as the final Roman beast empire is composed of a group of 10 kings (Daniel 7:24, Revelation 17:12-18). These 10 ultimately give their sovereignty to the Antichrist, who is the last king of the Roman Empire. (see Daniel 7:24-25, 9:26-27).
Three Kings in the Driver’s Seat
Furthermore, you have the return of the E3 group which was very prominent back in the mid-2000’s. They played a major role in negotiations over Iran’s nuclear program. 7
The UK is part of the E3. The E3 plays a big role in the “coalition of the willing” which is supposedly going to put troops on the ground to enforce a peace deal between Ukraine and Russia.
However, there’s already complaints that the E3 are taking too much of a driver’s seat in the “coalition of the willing.”8 9 Furthermore, each leader of the E3 has political troubles back home.10
One could easily see how a new EU president could encounter resistance from a hesitant E3 as he rises to power. Furthermore, this group of three could be replaced with new leadership if the Antichrist is able to sideline them during his rise to supremacy in Europe.
Perhaps they would be replaced by heads of state or government who are loyal to the Antichrist. If this were to happen, you would have 3 out of 10 European states which would be part of a military system of 10 European countries.
Daniel 7:7-8 and 7:24 agree that the Antichrist will “humble” (NASB2020) three out of ten kings in his rise to power. In the imagery, 3 of the 10 kings (represented by horns on the head of a beast) are actually uprooted during that rise to power. This implies that the result of the humbling process may involve their replacement with loyalist leadership.
The Revelation beast continues to have 10 kings all the way until the battle with Jesus at Armageddon (Revelation 17:12-14), so this is one way to harmonize the idea that 3 are humbled/replaced in some way, but those 10 kings remain until the final battle.
Europe-US Tensions
The book of Revelation provides information about the Antichrist and ten kings that the book of Daniel does not provide. In particular, the ten kings and the Antichrist hate a great city (Babylon the Great) that has immense economic and political power in the world. (Revelation 17:16-18:24). This city is apparently on the coast of the sea. (Rev. 18:17-19)
The text implies that the beast and the city were previously allies. The city is represented as a prostitute, and the Antichrist and his ten kings are represented by a beast with ten horns. Earlier in chapter 17, the woman is riding the beast. This implies an alliance of some kind.
But that takes a dark turn.
The ten kings hate for the city so much that they give over their sovereignty to the Antichrist, in order to destroy the city. All this is part of God’s plan, to judge that city’s role for its persecution of Christians in the end times (as well as past eras).
Destroying a city with fire involves a military attack, and possibly nuclear, since the city is completely obliterated with fire very quickly (see Revelation 18:8). This is analogous to how God used the Medes as his instrument of judgment on historical Babylon (Jeremiah 51:11).
I suggest to you that this is exactly what we are seeing with the US and EU. On this interpretation, the city represents New York City (and by extension, the United States) and the Antichrist is the head of the ten-king revived Roman Empire (group of 10 European states).
NATO is the alliance that has held the US and Europe together for so long. But now, that is beginning to fracture.
The EU has long been dependent on the U.S. for its protection. In that way, the U.S. has taken the lead. However, this is changing fast this past year, due to Trump’s policies towards Europe.
His desire to annex Greenland may be the straw that breaks the camel’s back, as they are part of Denmark (an EU member). After all, if NATO attacks itself, is there any NATO left?11
This is precisely why the EU defense commissioner wants a plan in the event Europe has to go it alone. In effect, hatred of the U.S. seems to be driving European military unification, exactly as the Bible predicted.
Conclusion
It appears we have the possible emergence of a group of 10 countries, with 3 that want the driver’s seat, all uniting militarily because of their hatred of former ally. All that’s missing is a king, to subdue those three in his rise to power.
Time will tell, but things may be shaping up to fulfill Bible prophecy.
