The Solana Moment: Is Europe About to Give One Man the Voice and the Power of the Beast?
As the EU searches for a Ukraine negotiator, an Article 42.7 crisis coordinator, and a single “face” for European power, Javier Solana’s long-dormant prophetic profile may be coming back into focus.
I've learned over the years that making speculative predictions is risky. Only God knows the future. He may tell us what will happen, or even who it involves. But only He knows “how” it will happen and exactly “when” it will happen. So, keep this in mind as I speculate based on what I’m seeing in the news.
That being said, the Javier Solana comeback possibility is red hot right now. As in, the old theory could be live and online again in the next few weeks. If I was “worried” that Solana might come back to office and be on the EU’s payroll, I would feel we are at a moderately high risk that he will make his comeback this summer. At the very least, they could formally appoint him this summer, and he take office later.
This is not like the past where for years it was super boring and frustrating, where we wondered when, where, how he might come back. On the contrary, it's coming into sharper focus on a daily basis. They are actively trying to build a job req that would be perfect for him and would help fulfill the rest of prophecy. All this being the case, despite the fact he is almost 84 years old!
What is Going On?
The EU is looking for two things in parallel. Legally, they are very unrelated. But politically? Very related. They are trying to answer “who” will do two different tasks.
1) Who will speak for Europe when it comes to Ukraine?12
2) How to coordinate the response if an EU member is the victim of an armed attacked?34
Russia-Ukraine Peacemaker
The EU is actively looking for a political heavyweight with a lot of experience to represent them when negotiating regarding the Russia-Ukraine war. This may seem like a simple problem with limited significance. But nothing could be further from the truth.
They are trying to solve and are actively seeking candidates.5 Some names include, but are not limited to:
Angela Merkel - former Chancellor of Germany
Alexander Stubb - Prime Minister of Finland
Kaja Kallas - EU High Representative
Nevertheless, all of these candidates have problems which would cause the EU to fail to agree on the “who” question. You can see all the hangups in this post here.
Whoever they pick, this person would be a speaker for the EU on the subject of Ukraine. This is politically and militarily sensitive. Politically, the EU has to agree to a common position to give this person a mandate. That way they can actually negotiate, instead of constantly going back to all the European leaders and getting permission.
Second, a resolution to the Russo-Ukraine war involves security guarantees for Ukraine. That touches on the military aspect of what the EU (or a coalition of European nations) end up doing.6
So far, the E3 (France, UK, and Germany) have been spearheading a lot of the initiatives surrounding European Ukraine negotiations.7 This group experienced a resurrection in 2025, after about a decade of dormancy.8 Remember back in 2004-2006, when they tried to speak for Europe on behalf of everyone else?9 They got eclipsed by a certain someone (Javier Solana).10 Same thing is happening again. A single European negotiator would need their backing or get them out of the way somehow…

Article 42.7 Response Coordinator
The EU has a mutual assistance clause (Article 42.7) similar to NATO’s Article 5. In some ways, the wording is stronger than NATO’s article 5. Here’s what it says:
If a Member State is the victim of armed aggression on its territory, the other Member States shall have towards it an obligation of aid and assistance by all the means in their power, in accordance with Article 51 of the United Nations Charter. This shall not prejudice the specific character of the security and defence policy of certain Member States.
Commitments and cooperation in this area shall be consistent with commitments under the North Atlantic Treaty Organisation, which, for those States which are members of it, remains the foundation of their collective defence and the forum for its implementation.11
This is very similar to NATO’s “attack on one is an attack on all” type language. NATO has an entire command structure and headquarters to handle the response in the event a NATO member is attacked.12
But the EU is severely limited in this regard. They have an embryo of a military headquarters and chain of command.13 But nothing that could handle a Russian invasion yet.
That being said, there is an even worse problem than that. Notice, article 42.7 basically says that they defer to NATO for collective defense. But what if, by then, NATO is unreliable or non-existent?
The EU High Representative and member countries have been secretly building a playbook for “who does what” in the event an armed attack happens to an EU country.14 They already “war-gamed” this at the Political and Security Committee and have not made too much public yet.15
They have been exploring different scenarios.
What if a NATO ally is attacked by a non-NATO ally?
What if a non-NATO EU member is attacked?
What if there is a hybrid attack, where it is ambiguous if the treaty applies? 16
There is a glaringly obvious omission here. What if a NATO member in the EU is attacked, but there is no NATO to speak of? Even worse, what if a NATO member attacks a NATO member?!? (The latter could happen if Trump takes Greenland, or more likely, Turkey attacks Greece.)17
They are not stupid. They are quite aware of this omission. In fact, that is probably what they are working on behind closed doors. More decisions are expected to be made in early June.
This June is especially significant, as it is just before the NATO Summit in Ankara on July 7-8.18 Trump has been announcing troop reductions in Western Europe leading up to this.19 His repeated criticisms of NATO also seem like he is drumming up support for a departure or “rebalancing” of the alliance just prior to the big meeting.20
Solana and the Coalition of the Willing
In the article 42.7 scenario, the treaty does not say that the EU has to do anything. It just says that member states are obligated to provide all the assistance in their power. It does not say what types of aid everyone is supposed to supply. Nor does it say who coordinates the response.
This is where Javier Solana’s repeated proposals from the last couple years come into play. He’s been repeatedly beating the drum on building a European defense the same way they built the euro currency.21
Not everyone was ready to join the euro when it first started. But those who were ready did not wait around until everyone agreed. They just went ahead, with the result that many joined them later. Solana is proposing the same logic in defense, as you can see in this article from a year ago. He has been repeatedly proposing these ideas in speeches since then.
He is so concerned about this that he even said, “I don’t want to die with things like this.”22 Lately, he’s been unusually blunt and nostalgic about how he talks about these things. At a European Parliament event in Spain, Solana described his desire for a coalition of the willing that includes the UK.23
The upshot here is that someone has to be tasked with doing the military aspects of assistance in the event the EU’s mutual defense clause is activated. The EU has something like this already with Article 44. In that scenario, a group of countries can be entrusted with a military task under the EU flag, without every country going to battle.24 But the problem here is that it is an EU treaty provision. This would be hard to include the UK with that.
Interestingly, the German Foreign Minister proposed an extremely similar model as Solana did, but in more sanitized policy terms. He called for a coalition of the willing in foreign and security policy. He also said that EU foreign policy needs “a face.”25
The language similarity between Solana’s Gran Continent piece from April 2025 and Wadephul’s speech on May 4 is so close that it is impossible to ignore. Either Solana is directly influencing the German foreign minister. Or everyone has gone into groupthink mode, where they propose all the same ideas.
How many people would be on this coalition? As my friend jokingly said: “oh…maybe 8. Maybe 12…. 10 perhaps” (with a smile on his face).
Relationship to Daniel 7 and Revelation 17
If Solana is the Antichrist, he needs to sufficiently fulfill the rest of Daniel 7 on the Antichrist's rise to power. He also has to fulfill the rest of Revelation 17 on the Antichrist's military and political power consolidation. Which is what these two roles have direct bearing on.

Daniel 7 - Antichrist’s Big Mouth
Let's start with Daniel 7, which describes the Antichrist’s rise to power, boastful words, and eventual destruction at the hands of God. In this vision, the prophet Daniel sees four beasts coming up out of the “great sea.” This is a Biblical term for the Mediterranean Sea (Numbers 34:7; Joshua 1:4).
The four beasts represent four empires that rise up on the Mediterranean, one after another. The vast majority of Christian scholars believe the fourth beast represents the Roman Empire.
Daniel 2 says the first of the four empires is Nebuchadnezzar’s Babylon. Daniel 5 says that Babylon was conquered by the Medo-Persian empire. Daniel 8 says Medo-Persia was conquered by Greece. Which leaves Rome, which conquered Greece. It was terrifying and violent, just like Daniel describes.
7 After this I kept looking in the night visions, and behold, a fourth beast, dreadful and terrible, and extremely strong; and it had large iron teeth. It devoured and crushed, and trampled down the remainder with its feet; and it was different from all the beasts that were before it, and it had ten horns. (Daniel 7:7)
There are ten horns on the head of the fourth beast. Daniel keeps looking, and sees a little horn pop up among them, uprooting three in the process:
8 While I was thinking about the horns, behold, another horn, a little one, came up among them, and three of the previous horns were plucked out before it; and behold, this horn possessed eyes like human eyes, and a mouth uttering great boasts. (Daniel 7:8)
The horn boasts against God until he is finally defeated:
11 Then I kept looking because of the sound of the boastful words which the horn was speaking; I kept looking until the beast was killed, and its body was destroyed and given to the burning fire. (Daniel 7:11)
Daniel is perturbed by these images, and wants a deeper explanation for the ten horns and the little horn that uproots three:
20 and the meaning of the ten horns that were on its head, and the other horn which came up, and before which three of the horns fell, namely, that horn which had eyes and a mouth uttering great boasts, and which was larger in appearance than its associates. (Daniel 7:20)
As a result, the angel interprets this for Daniel:
"As for the ten horns, out of this kingdom ten kings will arise; and another will arise after them, and he will be different from the previous ones and will humble three kings." (Daniel 7:24)
Historical Fulfillment of Part of Daniel 7
It seems the interpretation (but not all the imagery) literally came true from 1999-2006. In 1995, the Western European Union military alliance became 10 states.26 This was a military alliance that was separate from the European Union but worked closely with it. It remained at 10 members until its closure in 2011. By then, it had merged all its functions with the European Union.
In 1999, former NATO Secretary General, Javier Solana of Spain, was appointed to be the EU’s first high representative.27 He was also made Secretary General of the 10-nation Western European Union.28 Since he was appointed after the 10-nation alliance was in place, but had less power than them, it strongly fits the image of a little horn rising up among 10 larger horns.
Three of the ten countries, called the E3 wanted to dictate EU foreign policy on their own. They were even accused of a power grab when they decided to hold their own special meeting on the EU’s future.29 These three led negotiations regarding Iran’s nuclear program during the 2000’s. 30
However, Solana was supposed to represent the EU to the outside world. As a result, smaller countries complained, and Solana was included in the negotiations.31 But in June 2006, he emerged as the leader of the group, becoming speaker for the EU on the subject of Iran’s nuclear capabilities.32
As the official EU’s external action website says:
Since 2006, the EU High Representative has led diplomatic efforts between the E3/EU+3 (China, France, Germany, Russia, the United Kingdom and the United States) and Iran, which led to the conclusion of the Joint Comprehensive Plan of Action on Iran’s nuclear program (JCPOA) in Vienna on 14 July 2015.33
Solana did “humble” the E3 by becoming their leader, even though they initially wanted to work without him. So, the angel’s interpretation is true. However, the imagery of horns being “plucked out” (Dan. 7:8) or that they “fell” (Dan. 7:20) before the little horn seems to be too strong to be fulfilled by this event in June 2006.
Prophecy Unfolds in Escalating Phases
Daniel 8 predicts the rise of the terrible persecutor of the Jews, Antiochus IV. These prophecies came true in 168 B.C. and were later documented in the book of 1 Maccabees.34
Daniel 8 is very similar to Daniel 7 in its themes. You have a little horn that gets bigger that comes from a beast that has other horns on its head. You have a timeframe given for his persecutions. You have a vision and the angel’s interpretation. This, among other reasons, is why many see Antiochus IV as a precursor to the Antichrist.
As with many prophecies, these unfolded in stages. The prophecies about Antiochus IV in Daniel 8 are compressed and summarized as if they are single decisive events. But they happened in escalating stages.
Relevance to Today and the E3’s Rebirth
I think we are seeing the same thing here, except with Daniel 7. Yes, Daniel 7:24 was fulfilled in 2006. But it’s about to be fulfilled in a greater way that fits the imagery of “plucked out” and “fell” in the coming months.
With the E3 back in business and the EU looking for a head negotiator, it seems another conflict could take place. Daniel 7:20 says the three horns “fell” before the new horn. Interestingly, the leaders of the E3 group are extraordinarily unpopular at home.3536 In fact, some hang by a mere thread, as is the case with the UK’s Keir Starmer.37
But these are the people who drafted the original Ukraine peace plan, in response to the US peace plan.38 If the EU appointed a Special Representative to lead Europe’s negotiations with Russia and Ukraine, that person could potentially come into direct conflict with the E3 leaders. This could cause a destabilizing political crisis in the E3’s home countries, causing the resignations of the leaders of UK, France, and Germany. This would fit the imagery, where the three horns “fell” before the new horn.
Even more so, if the EU Special Representative was made something more impressive, like say, “President of Europe,” the likelihood of conflict would be near certain. This could cause a political crisis at home for the E3 leaders. One thing might lead to another, and the “President of Europe” might absorb the sovereignty that these three once had to himself. In this case, those three would really be “plucked out” before it.
It is interesting that a negotiator would essential “speak” on behalf of the EU. In fact, that’s what an EU Special Representative does. He or she acts as the “face” and “voice’ of the EU.
They provide the EU with an active political presence in key countries and regions, acting as a “voice” and “face” for the EU and its policies.39
Daniel 7 portrays the little horn as a boastful speaker. Yet to speak on behalf of the revived Roman Empire, one has to have a lot of power. This is especially true if you are negotiating a peace agreement where foreign troops may be involved. 40

Revelation 17 - Antichrist’s Consolidation of Power
Revelation 17 talks about the Antichrist’s consolidation of power, especially as it relates to his military capabilities.
12 The ten horns which you saw are ten kings who have not yet received a kingdom, but they receive authority as kings with the beast for one hour. 13 These have one purpose, and they give their power and authority to the beast.
This too has a historical fulfillment in 2001. The 10-nation Western European Union gave the leadership of its joint military operations to the European Union, under the leadership of Javier Solana.41 42 43 In this way, the 10-nation WEU transferred its “power and authority” to do military operations to Javier Solana.
It goes on to say that these ten kings will make “war” with the Lamb. This establishes their military relationship.
14 These will wage war against the Lamb, and the Lamb will overcome them because He is Lord of lords and King of kings; and those who are with Him are the called and chosen and faithful.”
The story does not end there. The text goes on, describing a specific rivalry between the Antichrist’s coalition and another world power:
15 And he *said to me, “The waters which you saw where the prostitute sits are peoples and multitudes, and nations and languages. 16 And the ten horns which you saw, and the beast, these will hate the prostitute and will make her desolate and naked, and will eat her flesh and will burn her up with fire. 17 For God has put it in their hearts to execute His purpose by having a common purpose, and by giving their kingdom to the beast, until the words of God will be fulfilled. 18 The woman whom you saw is the great city, which reigns over the kings of the earth.” (Revelation 17:15-18)
The ten kings give up their sovereignty to the Antichrist, because God has put it in their hearts to do so. He does this so they will destroy end times city code-named “Babylon the Great.” Revelation 18 goes into great detail about the city’s economic power and demise by fire.
As it turns out, Babylon the Great is an economic superpower on the coast of the sea. This city is apparently a former ally with the beast and his ten horns, because in the imagery, the woman (Babylon the Great) is depicted as riding on the back of the beast.
This fits quite well with New York City, and by extension, the United States. Though they previously were allies, friction between the US and EU has becoming more and more intense.44 This will culminate in a nuclear attack on NYC, which is God’s punishment on the city for the role it will play in the end time persecution of Christians. (Revelation 17:6)
It makes sense that the ten nation WEU fulfilled Revelation 17:12-13 in the early 2000’s when they gave their “power and authority” to do military operations to Javier Solana. However, Revelation 17:17 uses stronger language, wherein the ten give their “kingdom” (sovereignty) to the beast. It seems like repetition of the same idea, but with some degree of escalation.
Will the Old Gang Get Back Together Again?
This is where the coalition of the willing for defense comes in. The former Western European Union countries were the following:
Belgium
France
Germany
Greece
Italy
Luxembourg
Netherlands
Portugal
Spain
United Kingdom
However, the Western European Union closed down in 2011. In fact, one of the main reasons they dissolved was because the EU had a new mutual defense clause in the Treaty of Lisbon.45 Interestingly, Article 42.7 is based on the WEU’s treaty’s Article 5.46
Which is why it’s so interesting that EU leaders are insisting that not every country must move ahead, only those that are ready. Furthermore, Solana and others often mention how they want the UK on board with any future security arrangement.47
We saw how the E3 was resurrected after 10 years or dormancy. Could we be seeing the same thing, except with the WEU? This “coalition of the willing” be a resurrection of the exact same countries in the former WEU? If God can bring back Solana to fulfill prophecy, and if God can bring back the E3 to fulfill the rest of prophecy, surely, He can bring back the 10-nations of the old WEU to fulfill prophecy?
Another interesting point. The EU has a tool called “enhanced cooperation” which allows at least 9 countries to move ahead with closer unification, even if the others do not want to.48 Throw in the UK, and you got 10 right there. Though this can’t be used for military operations, it could be used for defense spending and other forms of unification.
Antichrist Does Not Throw the First Punch
When describing the military conquests of the Antichrist, it is extremely interesting that he does not throw the first punch. He is opportunistic, using an attack on himself as justification to attack everyone else.
40 “And at the end time the king of the South will wage war with him, and the king of the North will storm against him with chariots, horsemen, and with many ships; and he will enter countries, overflow them, and pass through. 41 He will also enter the Beautiful Land, and many countries will fall; but these will be rescued out of his hand: Edom, Moab, and the foremost of the sons of Ammon. 42 Then he will reach out with his hand against other countries, and the land of Egypt will not escape. (Daniel 11:40-42)
Maybe he doesn’t throw the first punch because he legally is unable to. This would make perfect sense if his powers are only granted in the event of an armed attack. Perhaps the EU (and the UK) make Solana the chief coordinator of military forces in the event someone is attacked. Perhaps only then does he have command of European military forces. This would line up quite well with a coordinator for the implementation of Article 42.7.
What Political Position Would This Require?
Maybe in the next few weeks, they appoint Solana as the EU Special Representative for Ukraine peace negotiations. Maybe they also make him a special chairperson to coordinate EU member state response to any armed attack under Article 42.7. With a person with as much political clout as Solana, this would be a highly symbolic and powerful move. 49

Notice how everything is kind of a patchwork of agreements duct-taped together. This fits well with what Daniel 2 says the end times Roman Empire would be like: a “divided kingdom.” (Dan. 2:41)
If they were to go this patchwork route, they’d want to eventually formalize it. Perhaps they will do so by making a single EU President, merging the EU commission president with the EU council president roles. That proposal from 2022 has a 666 on it too. It is from document PE736.669v01-00.

Amendment 3 a. Underlines the need to reduce the EU's institutional complexity, in particular the EU's external representation; proposes in this regard to merge the function of President of the European Council and President of the European Commission and create a single Presidency of the EU to enhance the visibility, efficiency and consistency of EU external action; calls to make the relevant treaty provisions more explicit in this regard50
Interestingly, as I was writing this article, Angela Merkel said she would not be interested in the EU negotiator position. She says that she has no power, and that Putin would only listen to someone who is an office holder.51 Which is all that much more reason to give that negotiator military power as well.
What To Watch Tomorrow
Tomorrow morning, at 5:30 AM EST, Javier Solana gets inducted into the EU’s “Hall of Fame” at European Parliament session in Strasbourg.52 He will be present at the event and given a few minutes to speak.53 (There are three tiers to the award. Solana is on the second tier.)
Angela Merkel herself will also be there, receiving the highest tier of the award. Will be interesting to see what Solana says there, and what kind of networking he does there.

The God Who Knows the End from the Beginning
In John 13, Jesus said the following:
From now on I am telling you before it happens, so that when it does happen, you may believe that I am He. -John 13:19
Notice that “He” is in italics in the NASB. That means it is not in the original text but is implied. Jesus is declaring the future about who will betray Him, using it as evidence that “I am” (Greek: “ego eimi”). In short, He is using His knowledge of the future to prove that He’s God.
This is very similar to what we read in the chapters found in and around Isaiah 45. They repeatedly affirm that God is God because He knows the future.
“Present your case,” the Lord says.
“Bring forward your evidence,”
The King of Jacob says.
22 Let them bring them forward and declare to us what is going to take place;
As for the former events, declare what they were,
So that we may consider them and know their outcome.
Or announce to us what is coming;
23 Declare the things that are going to come afterward,
So that we may know that you are gods;
Indeed, do good or evil, that we may be afraid and fear together. (Isaiah 41:21-23)
If God is telling us that Javier Solana will be some powerful European figure, long before it happens, that would be quite incredible. What if the EU leaders don’t even know who they are going to appoint yet, but God does?
That would truly be a miracle. It reminds me of what God says about Cyrus. God’s choice to use Cyrus to free the Jews and let them go home is an incredible testament to his sovereignty over the future.
5 I am the Lord, and there is no one else;
There is no God except Me.
I will arm you, though you have not known Me,
6 So that people may know from the rising to the setting of the sun
That there is no one besides Me.
I am the Lord, and there is no one else,
7 The One forming light and creating darkness,
Causing well-being and creating disaster;
I am the Lord who does all these things. (Isaiah 45:5-7)
This sovereignty is even true of villains that God uses. God even incites the ten kings to give their sovereignty to the beast, so that he can punish Babylon the Great for its sins. (Revelation 17:17)
Let us hope and pray that, if this Solana thing happens, many will see, believe, and fall on their faces to worship the one true God.
22 Turn to Me and be saved, all the ends of the earth;
For I am God, and there is no other.
23 I have sworn by Myself;
The word has gone out from My mouth in righteousness
And will not turn back,
That to Me every knee will bow, every tongue will swear allegiance. (Isaiah 45:22-24)
Yes, Paul even uses this of our Lord Jesus, when he says the following:
For this reason also God highly exalted Him, and bestowed on Him the name which is above every name, 10 so that at the name of Jesus every knee will bow, of those who are in heaven and on earth and under the earth, 11 and that every tongue will confess that Jesus Christ is Lord, to the glory of God the Father.
Come Lord Jesus!
