Quick Overview

We cannot know the exact day or hour of Jesus' return. However, Jesus tells us that when certain events take place, we can know that he is just around the corner:

“Now learn the parable from the fig tree: as soon as its branch has become tender and sprouts its leaves, you know that summer is near; 33 so you too, when you see all these things, recognize that He is near, right at the door. (Matthew 24:32-33)

When talking about his return, Jesus made many references to prophecies that have already been foretold in Daniel. After his ascension to heaven, he gave us even more information in the book of Revelation.

In recent history, many specific Daniel and Revelation prophecies have been fulfilled about the Antichrist's kingdom and his rise to power. Professional theologians have been anticipating these for years. Yet now, these incredible prophecies have finally come to pass.

End-Times Roman Empire

Daniel 2 and 7 teach that there will be four empires that rise up in world history, one after another. In chapter 7, Daniel sees a vision of these four empires symbolized by four “beasts” that come up out of the great sea, which is the Mediterranean.

Daniel 2 identifies the first empire as Babylon. Daniel 5 tells us that the Medo-Persian empire came after the Babylonian Empire. Furthermore, Daniel 8 says that Greece came after the Medo-Persian Empire. This leaves the fourth empire, which came after Greece. This was none other than the Roman empire. It was terrifying and violent, just like Daniel 7 describes.

Dr. John Walvoord, former President of Dallas Theological Seminary, states that: “Conservative scholars with few exceptions generally identify the fourth beast as Rome.”

Daniel 7 says that God violently destroys the final ruler of the Roman Empire when he sets up his eternal kingdom, led by the Messiah. Daniel 7:27 says: “Then the sovereignty, the dominion, and the greatness of all the kingdoms under the whole heaven will be given to the people of the saints of the Highest One; His kingdom will be an everlasting kingdom, and all the empires will serve and obey Him.”

But this poses a serious problem. The Roman Empire fell in 476 AD. It was not violently destroyed by God, setting up a global kingdom in its place. Therefore, in order for this prophecy to come true, the Roman Empire must be reborn in the end times. This is why Dr. John Walvoord anticipated the “revival of the Roman Empire.”

The European Union

Many well known theologians teach that this is taking place in the European Union. The European Union has many features of the end-times Roman Empire. First, it was founded at the Treaty of Rome. It makes its own laws, has its own currency, and has its own legislature.

Second, it exists at the right time in history, alongside end-time Israel. Ezekiel 38-39 teaches that the Jews will be regathered to Israel in the end times, after a long period of exile.

Third, the EU exists in Western Europe. The historical Roman Empire covered territory in Western Europe, the Middle East, and North Africa. Daniel 11:40-45 teaches that the leader of the end times Roman Empire will expand to the rest of these areas through military conquest.

Finally, the European Union is a “divided kingdom” just like Daniel 2:41 predicts. This is indicated by Brexit and the European debt crisis, which almost tore the eurozone apart.

Ten Kings

The end-times Roman Empire is composed of a group of ten kings. In Daniel 7, the fourth beast has ten horns on its head. The angel explains this to Daniel, saying: “As for the ten horns, out of this kingdom ten kings will arise…”

Because of this, theologians anticipate a 10-nation alliance in the area where the Roman Empire was. Dr. John Walvoord anticipated the “formation of the revived Roman Empire composed of a ten-nation confederacy.”

In 1995, a military alliance called the “Western European Union” became ten member states. Since the EU was not a military organization, EU members planned to use the Western European Union as its “defense component.” It existed until its closure in 2011, because it had merged all of its functions into the European Union.

The Rise of the Antichrist

The Bible uses the ten-horned beast to describe the context in which the Antichrist rises to power.

Daniel 7:8 says: “While I was thinking about the horns, behold, another horn, a little one, came up among them, and three of the previous horns were plucked out before it; and behold, this horn possessed eyes like human eyes, and a mouth uttering great boasts.”

The angel interprets this vision for Daniel. Daniel 7:24 says “As for the ten horns, out of this kingdom ten kings will arise; and another will arise after them, and he will be different from the previous ones and will humble three kings.”

Document 666 stated that European leaders wanted a person to represent them on the world stage. In 1999, Javier Solana of Spain was appointed as the EU’s first High Representative. He was also appointed as the Secretary General of the 10-nation WEU. Since Javier Solana was appointed after the original ten nation alliance was in place, and had less power than them, it strongly fits the image of a little horn rising up among the ten larger horns.

Javier Solana was supposed to represent the EU to the rest of the world. However, the E3, composed of France, the UK, and Germany, wanted to dictate EU foreign policy on their own.

The E3 played a very big role in the negotiations over Iran’s nuclear program. Initially, when meeting with the Iranians, they left Solana behind. Nevertheless, Solana eventually accompanied them during the negotiations.

On 06/06/06, Javier Solana emerged as leader of the group. He was shown on major news outlets presenting a deal that the Iranians could possibly accept. Solana humbled the E3 by becoming their leader, when they originally wanted to work without him.

Furthermore, Solana gradually replaced the E3 as the main speaker for the entire EU. This is very consistent with the image of the little horn which gradually grows up and uproots three of the ten horns.

Revelation also talks about the beast with ten horns. Revelation 17:12-13 says: “The ten horns which you saw are ten kings who have not yet received a kingdom, but they receive authority as kings with the beast for one hour. 13 These have one purpose, and they give their power and authority to the beast.”

In 1999, at the Cologne European Council, EU leaders agreed to transfer the military functions of the 10-nation Western European Union, to the European Union. In 2000, Recommendation 666 proposed that Solana be made chairman of the committee which led EU military operations. In this way, the WEU transferred their “power and authority” to do military operations to Javier Solana, just like Revelation says.

Gaps in Prophecy

Solana was the first High Representative, from 1999-2009. However, the now 80-year old Spaniard has since stepped down, and others have held the position since then.

However, the Bible portrays many events which are close together in the text, but are actually separated by a huge gap of time. Since there is a gap of time between the historical and end-times Roman Empire in Daniel 7, we shouldn’t be surprised if there is a gap between the Antichrist’s rise to power and his oppressive career in the same chapter.

Javier Solana is the only person in world history known to have completed the prophecies about the Antichrist’s rise to power. He starts off as a “little” horn. But later, Daniel says that the horn is “larger in appearance than its associates.” (Daniel 7:20b). Therefore, we should expect him to return to the position of High Representative or even as a full-blown "EU Foreign Minister", albeit with much more power.

Personality of Antichrist

Javier Solana has many of the personality traits of the Antichrist. Daniel 11:37 says: "And he will show no regard for the gods of his fathers or for the desire of women, nor will he show regard for any other god; for he will boast against them all.” Javier Solana has no traditional religion, since he is an atheist.

However the passage goes on, saying that he does serve a god. Daniel 11:38 says: "But instead he will honor a god of fortresses, a god whom his fathers did not know; he will honor him with gold, silver, precious stones, and treasures."

The passage just got done telling us that the Antichrist has no traditional religion. Therefore, theologians take the “god of fortresses” as a metaphor for military strength. Dr. John Walvoord says that: “...he will worship only the power to make war and gain victory…”

Fortresses are for defending instead of attacking. Therefore, the Antichrist does not just worship military power, but military defense.

On 06/16/16, Solana gave a speech to the EU Parliament subcommittee on defense, arguing that the EU should become a military power. Back in 2015, he was so passionate about building a European Defense Union that he went on tour to the capitals of many European countries. When presenting his ideas in the EU’s capital, he said: "I will put all of the energies that I have left to push forward this process."

Furthermore, he honors this god with “gold, silver, precious stones, and treasures.” In modern terms, this is money. The Antichrist is really big on defense spending. Dr. Leon Wood, in his "Commentary on Daniel" said that: “...warfare has always been expensive, and this will be true as ever for this ruler…”

Throughout his life, Solana has repeatedly called for increased EU defense spending. In March 2022, he said: "The EU must spend more on defense and improve capabilities in the face of new threats." In 2006, he said the EU "should spend more, spend better and spend more together" when it comes to defense.

In June 2017, the European Union launched its first defense spending program. The European defense fund has numerous connections to the number 666 in official documents, and other places.

In May 2022, the EU proposed several more weapons purchasing programs in response to Russia’s invasion of Ukraine. Solana is a defense expert who led the NATO military alliance before his career in the EU. Therefore, when he returns as EU foreign policy chief, he will likely lead the EU’s new defense spending programs.

Seven year Contract with Israel

The Bible also predicts that the Antichrist will confirm a 7-year contract with Israel, and possibly many others. Daniel 9:27 says “And he will confirm a covenant with the many for one week,” In this passage one “week” is indisputably a week of years, based on context. Furthermore, it is confirmed with Israel. We know this because the entire prophecy is decreed for the Jews and Jerusalem. Finally, it will contain a promise of military protection for Israel.

This last part isn’t in Daniel 9, but we know it because of other passages, such as Isaiah 28:15: "Because you have said, “We have made a covenant with death, And with Sheol we have made a pact. The gushing flood will not reach us when it passes by, Because we have made falsehood our refuge and we have concealed ourselves with deception.”

This seven year treaty has also been widely anticipated by theologians and Bible scholars. Herbert Lockyer said in 1964, “And he, (the Roman prince, head of the revived Roman empire) shall confirm the covenant with many (of the people of Israel) for one week (seven years)…”

In 2007, the EU launched its first 7-year foreign policy program with Israel and many other countries. This program is renewed every 7 years, in order to align with the EU's 7-year budget. The current cycle runs from the beginning of 2021 to the end of 2027.

Every year, the EU holds meetings with many of its neighboring countries, called Association Councils. These meetings often result in a “Partnership Priorities” document where both the EU and the partner country sign off on shared goals. This agreement guides how the money from the EU's 7 year foreign aid program will be used.

These could be used by Solana to provide military protection in the future. He would like the EU to use the military to become an “autonomous security provider in its neighborhood.” In 2022, he said “"The United States needs a strong EU for stability, to establish peace in neighboring territories."

Perhaps a 7-year  contract with Israel, from January 1, 2028 - December 31, 2034 could be the final "covenant with death" that Solana will confirm with Israel after his return to power in the EU.

Conclusion

The next EU High Representative will take office in the fall of 2024. However, the book of Daniel is very clear, that God is the one who grants political authority, not men. (Daniel 2:21; 4:17; 4:32; 5:21). This is even true of the final sovereignty transfer to the Antichrist (Revelation 17:17).

Nevertheless, Solana has repeatedly hinted that he is interested in returning to politics:

“if we want Europe to be something more important, I would seriously think that our security capacity has to be more European. That is what I would do if I were 20 years younger and had some responsibility” - Javier Solana, 2022

When God fulfills prophecy, it almost always happens in a way that seems impossible. This is proof that God knows the future.

9 Remember the former things long past,
For I am God, and there is no other;
I am God, and there is no one like Me,
10 Declaring the end from the beginning,
And from ancient times things which have not been done,
Saying, ‘My plan will be established,
And I will accomplish all My good pleasure’; (Isaiah 46:9-10)

But even from a human standpoint, Eurostat says that an 80 year-old Spanish man is likely to live 8-9 more years.  Maybe the Antichrist won't be young and handsome like in the movies. Perhaps this 80-year-old Spaniard is the one who will be the next EU foreign minister after all.
